Who needs a license?
A STR license is required if people pay you in exchange for staying in or on a property that you own, whether it’s for dwelling, lodging, or sleeping purposes, for 30 or fewer consecutive calendar days. All licenses are non-transferrable.
What type of license do I need?
There are three kinds of STR licenses:
- Vacation Home Rental: A VHR is a short-term rental on a property that is not the Owner’s primary residence.
- Hosted Homeshare: An HH is an STR operating on the same property as the owners primary residence, including Additional Dwelling Units (ADU’s).
- Special STR License: These are only issued for VHRs that began operating on or before June 1, 2023, in a neighborhood with no licenses available.
How much does a license cost?
Please see the City’s Fee Schedule. Payment is due at the time the application is submitted. Applications are not considered complete until payment is received.
When can I apply for a license?
Applications are accepted throughout the year and are processed in the order the completed applications are received.
How long are STR licenses valid?
Licenses are valid for 2 years from the issue date.
What are the neighborhoods?
The City has been divided into 6 neighborhoods and one commercial zone:
Mosier Manor
Downtown
Downtown East
Cherry Hill
Mosier Bluffs
Tanawashee
Commercial*
*Please Note: Once a residence in the commercial zone is used as a STR, it loses its non-conforming status as it is now being used as a business. It cannot be used as a simple residence again and must maintain its commercial use.
What is neighborhood license cap?
Each neighborhood is allowed to have 10% of the available residential dwelling units used as STR’s. There is no cap within the commercial zone. Areas where STR’s are prohibited due to CCR’s are not included in the cap calculation.
What happens if the neighborhood cap is met?
If the number of applications exceeds the available number of licenses the administrator will pause processing applications. Any unprocessed applications and fees will be retained for future processing based on the date/time stamp of each completed application.
Can I withdraw my application?
Applications may be withdrawn at any time prior to being processed. Applicants may request the return of their application fee but will forfeit their date/time stamped priority.
What is the renewal process?
STR’s that are in good standing may apply to renew their license. Renewal applications that are deemed complete prior to the expiration of the existing license are given priority over new applications.
Can I have more than one STR in Mosier?
No, however, a special license may be issued for owners who have more than one STR, all of which have operated continuously, since June 21, 2023. If granted, it will allow all locations to operate continuously for a period of 7 years from the date of the 1st STR was issued. After which, the owner will need to reduce the number of their STR’s within city limits to 1.
What are the Special License requirements?
A special STR License may be granted to an STR owner who has been operating the STR continuously since June 21, 2023. They are only granted if the neighborhood has exceeded the cap OR the owner already has an STR license (of any type).
What is an STR violation?
Examples of violations are: operating an STR without a license; providing inaccurate information during the application process; and operating out of compliance with any provision of Mosier Municipal Codes or Zoning Ordinances.
How are violations reported and processed?
Complaints of violations must be reported in writing to the Mosier STR Administrator. They can be submitted via email at info@cityofmosier.gov or by mail to PO Box 456, Mosier, OR 97040.
- First Violation: A written violation will be issued and the owner will be subject to civil penalties according to the City’s Fee Schedule.
- Second Violation: A written violation will be issued and the owner will be subject to twice the amount of civil penalties according to the City’s Fee Schedule.
- Third Violation: The STR license will be revoked and will be denied renewal for the subsequent period.
Can violation decisions be appealed?
Yes. Appeals must be submitted in writing to the administrator within 14 days from the date of decision. They can be submitted via email at info@cityofmosier.gov or by mail to PO Box 456, Mosier, OR 97040.
The appeal is not deemed complete until the appeals fee is received. Please see the City’s Fee Schedule for that rate. A hearing will be scheduled within 60 days of filing the completed appeal.
